Philippine Official's Transparency and Accountability.

As part of my final requirement in Speech Communication Skills (Speech 1) in Far Eastern University.

Did you know that the Philippines was listed as number one most corrupt country in the world by the Transparency International according to Senator Miriam Defensor-Santiago in her speech at the Corona-Impeachment trial last 2013? It is a big shame for public officials in our government. Their accountability in all activities on their office is not shown to the public. The transparency of their office is also diverted to fraudulent reports resulting in low performance in delivering social services to the public. They fail to account themselves and fail to document their acts to the public.

Philippines is a democratic country that promotes equality and consent intends people to elect its leaders. Leaders that can control solely its resources, assets, and even create or promulgate policies and laws that will lead to general welfare of its public. But some leaders tend to abuse their power by failing to perform its primary role, to promote social services on its people. They are also using their positions to rob the public by means of ghost projects, falsify activities and manipulating others by their positions. They can do it all by faking their documentation and considering all cost. They are using fake and manipulated documents and not giving the true and authentic statements. It reflects that they can manipulate the view of their transparency to the public so they can do whatever they intend to do.
A public official also tries to escape their liability to the public. They not involve themselves to any transaction of their office by concealing their activities to the public. In this way if they will be caught, they can stay away to it and be not liable to any actions. These all affect their promotion to deliver social services to the public.
In the recent news about the Priority Development Assistance Fund (PDAF) scam, Senators that is accused to be part of the scam was not directly involve. It is due to their own documentation that supporting their statement that they are not doing any illegal acts. With this articles and news, we could say that public officials did not established well their accountability to the public and not transparent enough that in effect they had deliver a very low social services to their people.
We could say that the causes of corruption in the Philippines is the lack of documentation of public officials for the transparency of their office and fail to promote their accountability to the public. In effect people suffer to a low delivery of social services. If public officials will change the system of proper transparency and accountability in the country, social srvices can be improve and can be better.
